Is online gambling legal in Ontario?

Yes — and Ontario has built one of the most structured frameworks for it in the world. Online gambling is fully legal here for adults 19 and older, but it operates within a tightly regulated provincial system, not a free-for-all.

How the market is structured

Before April 4, 2022, OLG was the only internet gaming site regulated by the AGCO. Following the launch of Ontario's new internet gaming market, other internet gaming operators registered by the AGCO — and operating under the conduct and management of iGaming Ontario — became able to offer their games and services to Ontarians.

Two bodies share responsibility for overseeing the market. The AGCO registers and regulates online gambling sites and sets standards to protect players while working to ensure game integrity for people across Ontario. iGaming Ontario (iGO), a provincial agency, sits alongside the AGCO and handles the commercial side — it's the entity that operators sign an operating agreement with before going live.

A regulated iGaming market means that the provincial government has instituted rules to determine what organizations may operate legally, similar to industries like alcohol and cannabis. That framing is deliberate: the province isn't merely tolerating online gambling, it's actively managing it as a public policy matter.

What operators have to do to be legal

Being a fully registered and authorized operator in the iGaming market means the organization has successfully received registration by the AGCO and, with the exception of OLG.ca, has executed an operating agreement with iGO. To complete these steps, these organizations will have met rigorous standards of game integrity, fairness, player protections and social responsibility. Their sites must have controls preventing underage access and measures to enable more responsible gambling, and they have entered legal agreements ensuring compliance with applicable laws, including anti-money laundering.

What this means for players

You must be physically located in Ontario to play on a regulated site — geolocation is a requirement, not a suggestion. Look for the iGaming Ontario logo wherever you play as a sign that you're playing on a site that is being conducted and managed by iGaming Ontario, offers player protections and meets Ontario's high standards for game integrity and responsible gambling.

The shift away from unregulated offshore sites has been significant. Prior to the launch of Ontario's competitive iGaming market in April 2022, the Government of Ontario had estimated that 70 per cent of online gambling was taking place on unregulated sites. A recent Ipsos study found that when Ontarians choose to gamble online, more than 9 out of 10 are now choosing to do so on legal sites within Ontario's regulated iGaming market. That's a meaningful shift — and it reflects the practical advantages of playing on a regulated platform, including enforceable player protections and recourse if something goes wrong.
