iGaming Ontario: Market Operator and Contract Holder

The AGCO is the regulator for the province while iGaming Ontario is the commercial conduct-and-manage entity. That phrase — "conduct and manage" — is the legal basis for the whole private-operator market existing in Ontario at all.

On May 12, 2025, the iGaming Ontario Act was proclaimed into force, continuing iGaming Ontario as a corporation without share capital and establishing the organization as a stand-alone Crown agency. Before that, it had been a subsidiary of the AGCO itself.
